Cast certificate is not required for everyone.
But if you are from reserved category like OBC, ST, SC, NT then only its compulsory to produce cast certificate at the time of EAMCET counselling.
Cast certificate is not there for general/open category students.

Having Backlogs in your 4th, 5th and 6th semesters of B.Tech doesn't signify the end of the road. Understands the reasons for lagging courses, determine where you're lacking, motivate yourself to finish them. Develop a plan and work hard along with regular curriculum. Utilize the opputunity to attain better grades and skills more than your friends. Remember those are the courses needed to get a high paying job and retaking them is not a bad idea.
