The last year 2022 cutoff ranks for BTech in Oils, Oleochemicals and Surfactants Technology at Institute of Chemical Technology, Mumbai other than General category are - 79204 for OBC, 79204 for SC, 79204 for ST, 79204 for EWS, 79204 for PWD. While the admissions are based on the scores/rank obtained in JEE exam, the last cut offs also change a lot depending on All India quota or Home State. It also varies if the applicant is a female.

If you're from General category, you need at least 85 percentile to be on the safe side, that is 90+ marks overall. If you're from SC/ST category, you don't need to worry much as 60-70 percentile will work well for you to get a seat in any government college.

The opening and closing rank depends on the category and quota of candidates. For General category under All India, opening rank was 26027 and closing rank was 31570. Cut off are different when it comes to other categories or female candidates and even domicile of home state. In All India, opening and closing rank for female candidates was 0 and 0. Admission to Bachelor of Chemical Engineering in Institute of Chemical Technology, Mumbai is based on the scores obtained in the entrance exam JEE. Applicants are advised to confirm what category are they applying while checking for cut offs.

For the 2022 academic year, the cut off was 51899 for General category candidates in All India quota for BTech in Food Engineering and Technology in Institute of Chemical Technology, Mumbai. This is because the minimum required cutoff for OBC students to get top IIT in CSE branch is less than 500 rank in JEE advance. But you can get some lower branches like Biotechnology, textile, civil, mechanical, etc. in good IIT's under this rank.

According to the rank and category mentioned by you in the question you have almost no chances of getting into any of the IITs even after considering 10% reservation quota for EWS as cut-offs for EWS category closes around 1000-1500 in all IITs as per past cut-off trends.
