After completion of the training in B.Tech can anyone somehow become IAS or ips, in other words giving UPSC exam and not joining forces.

Yes, but you have to put in hours needed to clear it and then you needn't need to join force. You don't required to.

You can look for private colleges and some GFTIs like Ghani Khan Chowdhury colleges. Based on this, you can get good college like KIIT, Manipal, etc.
