If you are general category student then it is difficult to get CSE in Government College but you can get IT in Mizoram University, Aizawl and North - Eastern Hill University, Shillong in round 6. You may get CSE in IIIT Manipur, Mizoram University, Assam University, Sant Longowal Institute of Engineering and technology and in some more GFTI's. If you are not satisfied by above college then you can go with some private colleges like LNMIIT JAIPUR, JIIT NOIDA, etc. But here fees is very high.

For C it is best to start with "Let us C" book as it is very easy to understand. For Java you can start with "Head First Java " or " Thinking in Java ".
