The MS Engineering College has a dedicated training and placement cell to assist students during placement. The placement rate for B.E. In Computer Science and Engineering is approximately 70 percent, as per alumni at MS Engineering College. The highest salary package you may get with your performance in the interview is 8 LPA. Yes, colleges under the MH-CET accept direct entry in the second year of engineering. I assume you are referring to lateral entry to engineering colleges in Maharashtra. For instance, the College of Engineering in Pune This college provides admission to the first year on the basis of MHT CET and JEE scores. It also offers lateral entry in B.Tech. , and to be eligible for it:
1. Your Diploma should be recognised by MSBTE.
2. You should have completed your Diploma course with a minimum of 45% overall.

No, A third or higher year student may appear for the GATE exam, but he or she will not get a job in PSUs. According to rules, only final-year students are eligible to apply for public sector undertakings (PSU) with their GATE score. However, GATE scores are valid for 3 years for M.Tech admissions, and therefore you may pursue M.Tech. If you want to apply for PSU, then appear for the GATE exam in your final year or after completing graduation, as the validity of the GATE score for a PSU job is just one year.

You have not mentioned the name of a specific government engineering college or state; generally, the admissions process is done on the basis of an entrance exam. Government engineering colleges generally take admission on the basis of an entrance examination such as JEE. At most of the government colleges, the admission process is completed except for entrance exam-based colleges.
