I think both of these are good, chose the subject in which you are interested and make your future and if you prefer college then afcourse Mumbai is best.

All of above colleges are best but I prefer you IIT Roorkee because it is the oldest one and best choice in field of ECE or CS.

Cut off varies for one college to another college. Some colleges are conducted her CET examination and some college are offering course on marit basis when you are inquiring for govt college you will give state peramedical entrance exam for different state university

The condition of placements in the Purnea College of Engineering is not that good but it is average. The highest package is around 7 LPA while the average package is around 3 LPA in recent times. So, you can say that there is some placement in the college. And if you look for internships then on-campus internships are not that much available, but you can go for off-campus internships.
