The Union Public Service Commission releases the Tie-Resolution principle in the IES cutoff pdf. The Commission mentions the following in the cutoff pdf: 

Wherever two or more candidates have secured equal aggregate marks in ESE the tie(s) have been resolved in accordance with the principles approved by the Commission, viz.
(i) The candidates with more marks in subject/technical papers plus marks of Personality Test may be ranked higher;
(ii) In case the total marks in the subject/technical papers plus marks of Personality Test are equal, thecandidate who is senior in age may be ranked higher.

The NMIT Bangalore COMED-K cutoffs for the ISE programme at NMIT Bangalore may vary according to category of candidates. NMIT Bangalore COMED-K cutoffs may vary every year for the BE Information Science and Engineering course. According to the cutoff data released by NMIT for the year 2023, the closing rank for R1 (Round 1) for the BE ISE programme was 7,540 for the General category candidates.
