To get into institutes such as NIFT or NID, you will have to appear for an entrance test. So prepare for the same and give your best.

No college give admission in degree courses after 10th. Clearing 12th to get admission in any fashion designing degree course is a mandate.

12 to 15k for the beginners. Once you have the experience and great skills, there are no limits in the garment industry.
