NIFT, a good college. Other colleges would give just education, with no industrial value. But if you want to learn fashion design for opening your own venture, then go for INIFD, WWI, AND MANY OTHER

Dress design is more specifically known as costume design, mean for specific purpose. A costume can be one clothing or several, aiming to present a specific look.
Fashion design is a generic term, to learn everything you need to create a clothing.
Fashion design is a bigger term, dress design is its part.

please elobarate your question. if you want to ask that both B.Com and fashion designing course could be done then answer is yes. but remember that it should be certificate course not diploma at a same time.
