Yes, the B.Tech Certificate obtained through the Work Integrated Learning Programme (WILP) of BITS Pilani is valid for GATE IES and other government exams. The degree Certificate awarded by BITS Pilani through the WILP programme is the same as that awarded to students in the full-time on-campus programme, and it is recognised by the University Grants Commission (UGC) and the All India Council for Technical Education (AICTE).

Yes there is a priority difference. GATE candidates are exempted from answering TANCET. They are preferred first, seats priority will be given to them first. For all NOT GATE qualified students, entry into ME is based on TANCET exam conducted by Anna University.

It really doesn't matter at all. With experiences of interviews at various PSUs, and IITs, I have came across a lot of people, who tried hard, time and again, to finally seize what they wanted out of GATE. The matter of the fact is, You must justify your stand of taking a 1-year gap. It is because, once you get through with the written exam with great ranks, what awaits you next is something, where you as a person, are judged. Once you give grounds for what you wanted, you can rise better. So, All the best !

GATE exam is not conducted for Humanities or Social Science disciplines. It is mainly conducted for engineering, Science, and technology fields. However, some universities or institutes may accept GATE score for admission to certain Humanities or Social Science programs. For Development Studies, you may need to check the admission requirements of the universities or institutes where you are interested in applying.
