Germany is very strict about marks. Most public universities in Germany want good grades in your Bachelor degree. If you have low GPA (like less than 7.5), it is very hard to get seat in top colleges there. They don't care much about your work experience, they only see your college subjects and credits. But Ireland is different. Irish universities look at your profile properly. If you have 2-3 years of relevant experience in IT or coding, they can give you admission even with less marks. So, for students with study gaps or low percentage, study in Ireland is safer choice.

There is no single GPA requirement for all sorts of courses and programs. For example, to pursue the University of Melbourne UG courses, international students are required to have a minimum of 75 to 93%.
For the postgraduate programs, international students may require more than 75% in a relevant UG degree. There may also be a case where for some courses the applicants may require a different GPA or percentage.
