Yes, of course you can pursue Ph.D. in history even if you are from an engineering background. Admission to the Ph.D. History course is based on an entrance test followed by an interview conducted by the various universities. Entrance exam for Ph.D. in History are:
1. CSIR
2. UGC NET
3. IIT JAM
4. NPAT
Candidates applying for Ph.D. are required to pass the entrance examination.

Yes, you will be good. For B.Com all you need is an accountancy and that would be a compulsory subject in 12th commerce. For q fact, a Science student can also opt for B.Com. Hope this answer helps.
