Though the GRE score could have been better, try applying to the universities. The other score are good.

Both the exam used for the English language Test. Also, both have different exam pattern. According to us, PTE is much easier than IELTS because PTE is a computer-based exam. It is a totally virtual exam. You just need to focus on your vocabulary, grammar, pronunciation and reading speed. Also

Does receiving a conditional offer letter means I'll guaranteed get admission after fulfilling the IELTS requirements as expected?

Yes, you will get depending on all the conditions laid out. On a conditional offer letter, all the conditions would have been listed out for you. Complete all the conditions and show proof. Then they will give you an unconditional offer letter.

It is better to re attempt IELTS and get individual score of 6. It will help you with your PR and also there would be less chance for visa rejection.
