Yes, English language proficiency is a mandatory requirement to be fulfilled by international students planning to pursue higher studies from the institute.
IELTS is considered as an acceptable proof of the same along with TOEFL, Cambridge English & the GCSE.

International applicants from different countries required to submit IELTS score of 6.0, with no band less that 5.5 for undergraduate programs and score of 6.5, with no bands less than 6.0 for postgraduate programs. The accepted English proficiency tests include IELTS, TOEFL, and PTE. Table below lists the overall test scores accepted by the institute:

Yes, UCL considers IELTS Academic test scores to grant admissions to international students, alongside TOEFL, PTE Academic & Cambridge English Test.
The test score requirement vary greatly for different courses, the below table shows the minimum language tests scores for admission to a BSc in Computer Science course.

Yes. The Reading and Writing sections differ between the two formats of IELTS Academic and General, while Listening and Speaking are the same in both format.

No. A valid passport is mandatory for IELTS registration and on the test day. So, one cannot register for IELTS without a passport.
