If you complete the teaching course from IGNOU, then yes you can teach in Maharashtra.

IGNOU is a central university brought into existence by an Act of Parliament and is under the purview of department of higher education, MHRD. They DO NOT require approval from UGC or any other bodies for any of their courses.

You should hold a Bachelor's degree and/or Master's Degree in Sciences/ Social Sciences/Commerce/ Humanity with a minimum score of 50 per cent marks in aggregate. As you are graduate with 47% then do master's to score 50%+ then you can apply for the same.

As per the eligibility criteria of B.Ed from IGNOU required the following: A Bachelors or higher degree from a recognized university, and Two years full-time regular teaching experience on temporary/permanent basis as Primary/Graduate/Post-Graduate Teachers in Primary, Secondary/Higher/Senior second
