The admissions to BTech courses are done on the basis of marks scored in JEE Main & JEE Advanced whereas MTech admissions are done on the basis of GATE scores. It will be tough for someone with a 62k overall rank and 18k OBC rank in JEE Mains 2024 to get CSE in the high ranking NITs or IITs. Though you can expect some chances at lower NITs or GFTIs in branches of CSE or allied disciplines other than the main stream (like IT or software). The NITs that you are referring to the likes of NIT Agartala, NIT Sikkim or the more recent ones should be able to provide CSE reservation under OBC. No, IITs in India only offer MSc degrees related to technology and research. If you want to get admission to an IIT, you can go for courses like MSc in Applied Geology, MSc in Applied Geophysics, MSc in Biotechnology, MSc in Chemistry, etc.

Name change in 12th does not affect JEE IIT college admission, if you carry necessary proof of that name.
