Andhra University offers admission through its affiliated collges. The last round closing ranks across various affiliated colleges of Andhra University varied between 4982 and 89177 for CSE admission. Therefore, it is very much possible to get admission at the University with a 65000 rank in Andhra Pradesh EAMCET. Although, the choice of the college would be limited and depend upon the cutoff ranks of the particular college.

In India, there's generally no upper age limit for undergraduate degrees. Most universities allow admission even after 27 years. Only a few entrance-based courses like JEE or CLAT may have age restrictions. So yes, you can definitely join a regular college after 27, especially through state or private universities without entrance barriers.
