Yes, JEE merit is considered while calculating the merit list for engineering seats for Gujarat quota. It is unclear to me in which context are you trying to ask. If Diploma to degree is considered then the details of the merit list and admission are as follows-

I don't suppose your friend can get admission in any college on the basis of only 12th marks.He/she have to appear for JEE to get admission in good engineering college. Hope, I cleared you friend's doubt!

You should try HNBGU through CSAB counselling. It is a central university and fee is also very less there (around 11K per semester). It is amongst top 10 largest universities of India in terms of student intake.
