IIMs are no doubt the best colleges for MBA, followed by some top private/autonomous institutions like Xavier's (XLRI,XIMB), S P Jain, FMS-Delhi, MDI-Gurgaon, Department of Management (IIT-D/B), NITIE, NMIMS-Mumbai and Symbiosis (SCMHRD, SIBM). These all are among top 10 B-schools of India. A score above 95 percentile in CAT will give you a chance to get into these colleges. JBIMS and FMS are two top tier institutes with best ROI. These are some of the best colleges for MBA.

Yes, you can. But, your candidature would be considered under All India Seat. So, you would need a higher score in any exam that you choose to apply through.
