With a rank of 23910 and an OBC NCL category rank of 80310 in JEE, you have very few chances of getting admission for any branch, especially CSE at NSUT or IGDTU. The cut-off ranks for these colleges are generally much lower for the OBC NCL category, especially for popular branches like Computer Science Engineering; however, you might be able to secure a less preferred branch at the East Campus depending on the specific course and availability of seats. However, the cutoff varies every year based on the availability of seats, so you should not lose all your hope.

With the current cutoff trends, getting admission to the ICE branch at IGDTUW or other core branches via JAC Delhi can be difficult with your rank. For 2024, the closing rank for the ICE branch at IGDTUW was approximately 56018 for general candidates. If your rank is within or below this range, you stand a chance. Yet for other major branches like ECE or IT, the cut-offs were also on the competitive side. Yes, Indira Gandhi Delhi Technical University for Women (IGDTUW) accepts entry through lataral entry in B.Tech. 

Candidates who have completed a three-year Diploma with 60% marks are eligible for lateral entry admission

you can apply online on their website.

A choice between IGDTUW for CSE and IIT Mandi for Mechanical would involve your priority lists: whether it is the reputation/ranking that you are after or not. Generally speaking, IIT Mandi enjoys a higher ranking and reputation nation-wide than does IGDTUW. IITs enjoy a good reputation throughout the country when it comes to the quality of education and research.

2. Department Strength: The CSE department of IGDTUW is good concerning faculties, and the industry linkages are also good. IIT Mandi has a great Mechanical Engineering branch with excellent research facilities.
