For JEE Mains, you can appear for 3 consecutive years and for Advanced, you can apply for 2 consecutive years only.

Yes, you are eligible to appear for JEE exams. There will be no problem with the 12th%. You can fill the entrance exam form.

No, you are not eligible for JEE exam, as you can give Mains exam almost 3 times and advanced almost 2 times and in consecutive years, and secondly you are not eligible as your class 12th percentage is less than eligibility.

In JEE 2019, 12th marks don't matter to it but yes, you have to secure minimum 75% marks in the board exams, only then you would be able to get admission in the NITs and IITs.

As JEE requires 75% marks in board examination, which you haven't got. So, it is impossible to get a college through JEE Mains. Don't lose hope, I suggest you to go for private universities. Good luck.
