Considering your rank, I'm sorry but it is not possible for you to get a seat in any of the branch. Seats get filled for top 10000 OBC rank holders of outside states and your rank is about 90000.
It is better to look upon any college in Bihar.

Yes, it is good but this will benefit you only. When you score well in this JEE Mains and you could not qualify any IIT by less marks because if you start from scratch, then this will be tough for you to achieve well and you will cover long route to get IIT. Think twice and then choose.

In case, you don't get your desired college, don't settle for something mediocre. Instead of settling down for some mediocre college, it would be better if you try for some good private university. Yes, you can submit your JEE marks to KCET for rank list updating. With that marks MSR would be difficult, you may try in BGSSAP, SJBSAP, East West School of Architecture, DSATM, etc.
