But there are still very good colleges that you can get on your rank and marks basis.

Unfortunately, you'll not get any good college of JEE Mains. You might get some private colleges. There is no point taking a private college with this score. Try taking admission through some other examination like BITSAT, IPU, COMEDK, VIT, SRM etc.

SPA-Delhi only accepts JEE score and that too above 250.

Getting admission in SPA-Delhi, Bhopal and the NIT's require 240 + marks, so there is no chance in getting admission there. And, all the seats in this colleges close within 3000 rank and for SPA's close within 1000 rank.

Institutes like Aakash, FIITJEE help students like you and me who prepare for JEE, they charge you according to your marks obtained in admission test, the better you do less they charge or else better you join IIT programme in your college they may take 5000/-for your books or else you can even get them on internet free of cost.

Definitely, you should start preparing even if you get 100%
in the central board as the syllabus of 10th and JEE are different, moreover, JEE is harder when compared with 10th.
