Yes, definitely you are eligible to take admission in private colleges for B.Tech degree in any stream of engineering. You won't get very good college with your marks and ranking but yes, you will definitely get a college for engineering. Go for counselling and get the private college.

Yes, the KVPY exam is not mandatory for admission to IISc for the UG programme. But unfortunately, at the same time, it is exceedingly difficult to do because the standard of JEE cutoffs are much higher and KVPY students are still given a preference in admission. You can GET into IISc Bangalore if you have a score of 290+ in JEE Mains.

It might be difficult to get admission in JAC Chandigarh because your rank is not fulfilled according to their requirements. But there are some private universities which are equally good. They provide good infrastructure, faculty and placements. You should choose a college which gives you opportunity to work in live projects and give you good exposure. You may browse some web sites and check their details like Lovely Professional University, KIIT University, Noida International University, etc.

It's totally dependent on your category because if you are from general category then it's a no. If you are from OBC-NCL then also still no. If you are from SC/ST, you can get a low ranked NIT with a civil branch. If you are from PWD, then yes in any NIT or IIIT of your choice with your favorite branch.

Yes, of course you can easily appear in IIT-JEE exam next time to take your score to the high level. You have to only fill the improvement exam form by online mode, on the official website of CBSE. The online applications are normally out for students in the month of August or September every year.
