Hello Jeshwina,
Candidates who have cleared Class XII or its equivalent from a recognised board fulfill Anna University eligibility criteria for UG courses. Candidate who have given any other examination (apart from JEE) of any other authority accepted by the syndicate of the Anna University as equivalent there to are also eligible to apply.
For candidates belonging to SC/ST, the age limit is relaxable by three years.
Counselling :-
Anna University admissions in BE/ B.Tech/ B.Arch courses are done through Tamil Nadu Engineering Admissions (TNEA) counseling based on the marks obtained in 10+2.

No, JEE is not compulsory. Admission is done through counselling based on the rank obtained in Maharashtra Health and Technical Common Entrance Test (MHTCET).

Yes, you can go for B.Tech without appearing in JEE. Eligibility criteria for pursuing B.Tech in most of the top universities is pass with 60% aggregate marks in 10+2 (with physics, mathematics and English) and you have to qualify some entrance test of the university. You can go for any other state level government college through state level entrance exam like UPSEE, WBJEE, etc. You can go for BITS through BITSAT exam. Or you can go private college like KIIT, VIT, SRM, UPES, ICFAI, etc. You can also get admission on basis of 12 percentage. If you have score more than 85 or 80 +% then you may get the government college if you have qualified the JEE main. Private college, also direct admission on basis of 12 percentage
