Hi Dear, You can go for Civil Services after JEE also. You have much time for that. Now you should concentrate on JEE. Don't be confused.

Yes ! you can get admission in delhi but you will not get quality education and placement support you are looking for. I would suggest you to go for premier colleges like Lovely Professional University, SRM, VIT etc. Your 12th percentage could fetch you scholarship at LPU they claim to have biggest scholarship scheme in INDIA. SRM , VIT may not provide you scholarship for entire duration of course depending on your performance there. Best of Luck

Getting into Thapar university will be a tough task with this much score. However it will be worth giving a try for the counseling of Thapar university. Moreover there are some other universities also which you can consider in the same rankings.
