Well, it depends upon the field/course you want to do. If I talk about Engineering then there are a number of other colleges where you can apply for examination on the basis of your class 12th scores. Some of them are BITS, DU and VIT.

No, you don't have to fill out the admission form for a particular institute. There is a single window counselling JoSAA for IITs and NIT+ systems (NITs, IIITs and GFTIs). There will be several rounds of counselling and depending on your rank, category, home state, and choice filling you will be allocated a seat in any institute (not necessary that you will be allocated a seat). After JoSAA for empty seats/unallocated seats, there will be separate counselling CSAB and you have to apply for it. There may be 2 rounds or a single round depending on the remaining empty seats.
