There is no option for government colleges in any of the branches even in lower branches also you will also not get admission into any private colleges also in CSE you can only get admission through management quota.

First of all, congratulations to get good marks in your 12th. Taking admission in NIT or IIIT is dream of many students in India. To get admission in NIT or IIIT, you need to appear for JEE Mains exam conducted by NTA every year. Every year 7-8lakh students appear to give this exam
There are 31 NIT and 25 iiit in india in which there are approximately 25,000 Sets for B.Tech in all NIT and approximately 5000 seats for B.Tech in all iiit. JoSAA choices has been locked. So you can not go for JoSAA counselling. But you can think of CSAB once it starts after JoSAA in which only AIR is considered for counselling. Since your SC rank is this high then your AIR would have been too high so it's like very tough to get CSE/IT. Hope it helps.

It depends on many factors like your rank, choice of other students, difficulty level of exam. But considering from past college cut off it is difficult to get computer Science branch.

As your JEE Mains rank is under 65,000 in general category, it is very tough, to get admission in top NIT and pursue B.Tech from it, so you should prepare for it again. But if your aim is just to get admission in NIT no matter which NIT and which branch, then you msy get admission in it. Like you may get NIT Agartala, NIT Jalandhar, NIT Goa, NIT Hamirpur, NIT Mizoram, but not any branch, some branch like chemical engineering, civil engineering, And if your domicile of state of these NIT, then you will get it, otherwise there is tough to get it.
