Yes, a Diploma student can give the joint entrance exam test for studying engineering. But since you have done Diploma you can choose a path according to what you have done, or else do engineering as per your choice.

Yes, migration is possible within the university and within the state , you can contact the university for the same. There is an official procedure for it which you have to follow.
