Firstly, you need to register for NATA exams/JEE paper 2 exam and qualify in either of it to seek admission to a 5-year B.Arch degree course. Once you secure a rank in NATA/JEE paper 2, you will have to submit the marks to the regional examination authority to get a rank list and then counseling process will follow based on the rank list.

I feel there is some miscommunication or misconception in your mind. Fees in an engineering college are same irrespective of one's ranking in CET of the state. Fees charged to management quota students is of course on a different pedestal. Some colleges offer scholarships based on ranking but fees charged remain same.
