No, you can't get admission in Sanghvi College for 2nd year because the universities are different. MIT WPU is a deemed University while Sanghvi College of Engineering is affiliated to Mumbai University. You will have to complete your graduation in MIT WPU itself, or else get admission in Sanghvi College of Engineering but will have to enroll into 1st year B.Tech.

It will be more challenging in Canada, since you have a three-year degree, whereas they don't accept three-year degree, but accept four years. I went through the webpage of GITAM University but I could not find any reference for lateral admission. It gives detailed information about the process of admission for engineering courses in the first year based on the 12th results and of course the entrance test conducted by the University.
