If you want to take admission as lateral entry in IPU, then you are supposed to give B.Tech (LE) CET.

No, you will not have to give an entrance exam. This is only based on your marks in Diploma or B.Sc.

Sorry to inform you lateral entry to JU is not possible. You need to give WBJEE and score high rank to get a chance in this university or else if you have a great political hold or related to any strong politician then you may stand a chance to get a seat in JU using the party source and quota.

Your rank must be under 200-250 in order to get admission in Jalpaiguri Government Engineering College (Mechanical Engineering).

No, you can't get admission in Sanghvi College for 2nd year because the universities are different. MIT WPU is a deemed University while Sanghvi College of Engineering is affiliated to Mumbai University. You will have to complete your graduation in MIT WPU itself, or else get admission in Sanghvi Co
