Unfortunately I would like to state that there is no set procedure common for all the states of India. Every state has devised its own method to suit the convenience of the politicians in power. Some States conduct entrance exam for lateral admissions while some other states give admissions based on the marks obtained during Diploma. You will find all such information on the web page of directorate of technical education of your state. The information is mostly downloadable in a pdf format and you can read and analyse it comfortably subsequently.
