No, it cannot. The study material in the Masters is an in depth study of your Major. However, the B.Ed course includes the study of Education concerning your subject, strictly. Most educational institutions require B.Ed on top of your M.A. degree these days.

Yes, you are eligible but prepare for all the fields of economics and not only energy economics.
