As per your query, one should have BE/ B.Tech degree in Electrical/ Electronics/ Instrumentation and Control/ Mechanical/ CSE/IT branch.

As you are technically oriented and have already done ME. You are technically oriented and you must continue in technology field.

M.Tech is a good option among the three. You will get opportunities in PSUs as well as in Private sector. IITs are good to pursue M.Tech. A good score in GATE will make you eligible for PSUs interviews.

The best is definitely USA but currently the situation is not in favour so you may look towards Germany or Canada for your M.tech. Both countries have excellent education standards and research options.
