For automobile engineering, Germany is far better. The current cost is about 1000 to 2000 Euros as tuition fees and about 6000 Euros as living expenses per annum which at current rates is about 6.5 lakhs. If you have an academic score above 75%, there is a good chance of getting a scholarship which means, tuition fee is fully or partly waived off reducing your cost.

You are not eligible for M.Tech as the minimum qualification required is B.Tech. Talking about M.Sc, its possible but it depends on a college or institute. So, you should visit the college's website or college office.

You can either pursue a MBA in Energy management or pursue M.Tech followed by a P.hD in renewable energy.
Since, renewable energy is a new field, I am not sure if a correspondence MBA program with that specialization available in India
Internationally a lot of options are available in the said area.

After completing electronics, engineers may find employment in electricity boards, atomic power plants, hydroelectric power plants, thermal power plants robotics, biomedical electronics, power corporations, hydro-electricity sector, production plants, natural gas plants, petroleum, steel and chemical plants.
Yes, now many universities and institutes are preferring Ph.D holder for job
Also there is huge demand for research professional in the country.
In regards to your question, whether there is any difference in Correspondence and Regular course, I would say it varies from one subject to the other also from one degree to the other.
