Hi Mandar,
At present, there are no institutes that offer MTech in Railway engineering.
However, there are news, that MNNIT, Allahabad, will introduce MTech in Railway Engineering. Motilal Nehru National Institute of Technology (MMNIT), here would be the first institute in the country to introduce MTech course in Railway Engineering shortly.
The new course will be introduced in collaboration with the Indian Railways, said MNNIT director prof A B Samaddar.

To apply in M.tech programmes, a candidate need to appear for Graduate Aptitude Test in Engineering (GATE) entrance exam. Application process for GATE 2016 exam is expected to start in the month of September this year.
For M.sc programme, a candidate can apply for IIT JAM. Some colleges/universities conduct their own entrance exam.
