No, it's not possible for you to get CSE in VIT Vellore campus. As the cut-off rank would be around 500 for CSE branch.

I am afraid that I have not heard of any PG course in Aircraft Maintenance Engineering. This could be so since this is skill imparting course that enables a student to pass DGCA's license exam which in turn authorizes students to work as maintenance person on civilian aircraft. I would like to advise you that please go for any other specialization in mechanical engineering. Best wishes to you.

Scholarship is available for each student who are in M.Tech. I think, it is inr. 12400 per month you will get.

IIT Fees paid in every IIT for undergraduate courses per annum was 90000 (General Category). However, they will have to pay the hostel and mess fees.
Candidates who have secured at least 75% (65% for SC/ST) marks at 10+2 level or be in the top 20 percentiles in 10+2 board examination. A valid score in JEE Advanced is mandatory for admission.
All M.Tech students who are GATE qualified get stipend. The amount is according to the current AICTE or UGC policy (I'm not sure which). Currently, the amount is 8000 per month.
