There are always a lot of 'scopes' for communication engineering, important is what are you looking for? Is communication engineering your passion or you are searching 'scopes' in different fields and then decide where to enter. 'Scopes' in a field can change or be over crowded in no time like it happened to MBA in the last 10 years. Every body wanted an MBA but have no idea why. So please revisit your priorities and if you are confident and passionate go for it. 'Scopes' will be clear eventually. Best of luck!

Doing M.Tech or B.Tech or any other technical courses are not allowed in distance learning mode in India as per UGC guidelines so I would recommend, if you wish to do M.Tech or any other engineering program then you should take admission in regular college rather than in institutes, because your degree will not be valid.
