Your CGPA is good. Based on your profile chances are good. But since you already have an ME you must be careful with your application and explain the universities why you want other Masters. And if it is a similar programme, you won't be accepted. Have your career plans sorted out and then apply. Good luck with your application.

The college fee depends upon various factors and in Odisha there are many colleges offering M.Tech. Kindly mention the name of the college you want to know about.

Otherwise, go to any educational web portal, you will get the list of best private colleges for integrated course.
But lastly, think well and decide yourself.

It will be better, but if you pursue integrated course then you will get M.Tech degree also, but you will lose a chance to do M.Tech from IITs, which you will get through GATE after B.Tech. Otherwise, VIT is also a good college to do this course. It is ranked under top 10 by MHRD.*
Lastly, think well and decide yourself.
