I am afraid your dream is not going to come true. This is so since Maharashtra along with many other states restrict admission for engineering colleges for first year at well as for lateral entry for the students who are domicile of that state. You are doing diploma from a college in West Bengal and it seems that you must be domicile of West Bengal. Hence for you to get admission in a government college is next to impossible. For this you are eligible and it depends on the university whether you are eligible for transfer or not. So just contact the respective university of Mumbai and then look forward to this.

Go for a Ph.D.
Apply for a corporate research job and start climbing the corporate ladder (this part is tougher than the entrance exams mentioned above).
Go for Teaching / Academic jobs.
Get into Marketing & Business Development.
Get an MBA degree.

As per my knowledge, Christ University is the top university for B.Com and NMIMS, and Symbiosis are the top universities for BBA, so I think that Christ University is the best option for B.Com.
