University is a better option! For M.Sc. Maths, IIT JAM Mathematics is an entrance exam conducted by IITs every year! You can apply for IIT JAM Entrance exam after completing B.Sc in maths or while in the last year of B.Sc!

Yes, there are certain government exams conducted by the universities in India if you want do B.Sc. From there you have to write entrance exam and qualify them in order to get a good seat. B.Sc. Entrance exams are conducted by many universities like BHU, Allahabad, DU, etc.

You need to apply online on the Delhi University website. There is no entrance. Your percentage in best four subjects is considered. Once the application deadline is over, all colleges come out with their cut-off percentage for different courses. You can visit the colleges where you meet the cut-off criteria and take admission within three days of declaration of the list.
