JAM is for Masters, and NIOS is a board for class 10th and class 12th. There is no link between them. JAM board is more concerned with your eligibility test and your qualified degree.

You failed in Maths is completely different from your interest and choices. Hacking requires good aptitude and stimulation skills too. Take my advice, try your best and go for some computer Science degree with certifications from reputed brands. Next is YouTube and Google are initial helpers but not till the reality level that you can become a professional. Those are just for Amateurs, for professional you need both knowledge and platform. Institutions or some either experts provide knowledge and platforms provide space. Take part in Bug bounties, Participate in Hacking Competitions and all do great good.

M.Sc Maths in applied field from any institution of nation importance, like IITs or so is better for you. You did not mention the stream, where you did B.Tech still Applied Maths is an arena of great scope compared to many Masters.

Yes, it is a good book, but only Arihant is not enough to crack the JAM Exam. You have to take help from other books as well. So, you have to buy separate books for each topic in JAM. Instead of this, you should buy online study materials for your preparation. IIT JAM Exam is one of the toughest exams conducted in India. So, you have to study well for it. Yes you can go for BCA but you will have to study seriously as after completion of the course you will be facing campusing.
But if you are not friendly with computers then I don't really think you should not go for it as everything will be based on computer in this course.

As per the rules, you don't have any type of restrictions. You can opt for any PG course after BE.
