Why not?
If B.Tech is your passion, then you definitely should go for B.Tech, but your admission chances is quite low that is no big problems, you should check other college.

I have failed in statistics T. Y. B.Com in March 2013 as an external student, can I give re-exam for only one statistics subject?

If you fail in one subject, you need to take the exam of that particular subject. If you fail in 3 or more subjects, you need to appear for the exams of all the subjects.

No 3-month courses can give you complete knowledge on statistics and analytics anywhere in the world.
