Marks varies from year to year. What matters is the percentiles. The cut-off percentile for OBC category revolves around 75 to 80 every year. So, calculate your chances accordingly. And for the last date, check the ACPC website regularly.

If you are capable of handling both at a time then go for them. No one knows your potential other than you, so first decide because CAT preparation requires minimum 4/5 hours per day initially.

Yes, all B-Schools including Iims give weightage to CAT scores for first shortlist. After first shortlist, students go through What/PI and than final shortlisting is done. A good score in CAT do helps one to get into top-tier B-Schools of India. What-PI performance is also considered after CAT scores.

Yes there are different exams for M.Tech and MBA. GATE is the exam conducted jointly by IISC and IITs for their M.Tech programs. Whereas CAT is organised by one of the Iims. There are common entrance exam like TANCET Karnatka PGCET which is common for MBA and M.Tech.

Congratulations on scoring 96.53 percentile in ATMA. You can surely apply to IES MCRC and appear for GD and PI. They call everyone for GD and PI process and your performance would the factor they would judge you on. There are various other parameters too.
