Yes, you can appear for CAT 2019. You need to be a graduate to appear for CAT exam.

Sadly, with just 76 percentile in the MAT exam, one cannot get a good college anywhere in India. I suggest you reappear for MAT and/or other entrance exams and score high. Good luck.

To be honest, books alone won't help you. If you really want practice, you need to solve test series from any coaching classes you seem suitable. But to have a holistic overview of the curriculum and to understand the basic structure, you could refer to R.S.Sharma, Agrawal, Arihant or any McGraw Hills publication.

Yes, there is a provision of an OSC (On-Screen Calculator) in CAT which can be used by the test-takers in case they find difficulty in calculating problems mentally.
