Allotment of a college is based on the choices you place in your councelling, first chose will be preferred than the second one.
By the time your rank comes college with seats according to your preferences will be alloted to you.So if you want a particular college place it in first place of your choises and less interested colleges in next places and so on.

Yes, you can get paid seats quota in general category which will be both Deemed and Private colleges.
So if you are able to afford their college fees you can get a seat, but let me remind you the hostel fee etc. For these private colleges will be high and also are different for each college so before you opt them check the college details and fee structure definitely.

I don't think you'll get MBBS seat in general quota with 802286 rank, but you have pretty good chance to get BDS in many of the good colleges if you are interested that is. But don't lose hope if you are lucky enough you may get a MBBS seat in last round of counselling so keep on trying. Your choices may be, Meenakshi Medical College Hospital and Research Institute, Kanchipuram
Kalinga Institute of Dental Sciences, Bhubaneswar
ACS Medical College and Hospital, Chennai
BHAARATH MEDICAL COLLEGE AND HOSPITAL
Sree Balaji Medical College and Hospital etc.
