You can study, there are many vocational colleges in NZ which you can check like NMIT, Unitec etc. See the entry criteria on college websites. You may have to submit a portfolio too to showcase your ability and creativity.

Hello,
It is too low to get into the good universities in both Australia and New Zealand. The minimum entry requirement would 6.5 band. I would suggest you to re-attempt the IELTS Test.

You must have some. Strong financial background even of you are taking loan for study, as you need to put up the collateral as well. So, finalize your college abroad first then go for scholarships avenues and then finalize the loan process.
