Depends on your category. If you are from general category, you might not get any NIT with these marks. Prepare for Advance, and do well to create better chances for you.

Hello Awdhesh,
Yes, you can get a college via JEE counseling. But you may or may not get a top college or the course you wish to get. It is difficult to say your rank as it depends on the number of candidates and their scores.

Go to the rank predictor on Shiksha's website and find out your rank. After this, it will easier to predict whether you will get in or not. And it is also dependent on cutoff marks of JEE 2018.

Belonging to the general category, with 65% in board you can't get admission in any of the NITs, IITs, IIITs and out of any other CFTIs, even if you have topped JEE. The eligibility criteria is minimum 75% for general.
