If you want to do M. Tech from government college then you must give the GATE exam. There is no other option to take admission in M. Tech without GATE in government colleges. Yes, private universities are there where you can take admission without any exam.

You haven't mentioned your reservation category, so considering you have a general, you need to get atleast 70 - 80 percentile to get qualified for the JEE Mains exam. And if you want to get into the NITs, then you need to score atleast 93 percentile.

Your JEE Main rank should be under 1000 for getting admission in NIT-K in said category or your percentile should be more than 99.5.

The chances of getting into those NITS are high but as you have a bonus of SC category. NIT, Surat and NIT, Hamirpur both are good colleges to get into. But if you talk about civil, then you should join NIT Surat. NIT, Surat gives you the best infrastructure and teaching facilities etc. They will provide you with good placement also. You can join NIT Surat. Civil needs better labs and infrastructure to study, so I suggest you to join NIT Surat.
